The Puffing Billy is the initial Locomotive in the game and, therefore, has no Level Requirement nor Research Requirement to Craft.
During travel, it produces a great deal of smoke and spits out soot, but it's low-priced in service.
Although, Rocket locomotive is generally more efficient, it may be a good idea to keep it in depot as a spare locomotive at the early stage of the game.

While it is not suitable to transport Passengers, it may transport most Cargo but is limited to only one Small Carriage or the special event Christmas Carriage.

Rocket Unlock[]
In order to Research and Craft the Rocket locomotive, you must have completed Research on the Leaf Spring for the Puffing Billy.
